Information enigma: where does information come from?

If you were walking along the shoreline on the beach and found a random pile of rocks you likely wouldn't think anything of it. But if the pile of rocks was laid out in such a way that it spelled out "HELLO", you would automatically draw the conclusion that somebody placed them there in a purposeful manner and that the water on the shoreline could never do that out of random chance. Why is that? It's because of information. Information is organized and structured data. But the thing about information is that it takes somebody to actually organize and structure it! That's why you can't write a book by picking letters randomly out of a hat and stringing them together - it takes a mind to do that.
